HOWTO remotely restart Windows computers

Logon as Administrator
right click on My Computer -> Manage
right click on Computer Management (Local) -> Connect to another computer...
select the machine
right click on Computer Management (remote machine name) -> Properties 
Advanced -> Startup and Recovery... -> Shut Down
